Workcare


This contract was awarded by a national petroleum products refiner and distributor. The contract covers approximately 450 employees working at one of the firm’s refineries. This is a large scale industrial operation processing over 130,000 barrels of crude oil per day. Approximately 450 employees are covered by a medical surveillance program. The contract includes operation of an on-site medical clinic, medical surveillance program administration, workers’ compensation case management, and an employee health & wellness program.


Employees included within the medical surveillance program have potential exposure to noise, heat, organic compounds, hydrogen sulfide, hydrogen fluoride and benzene. The medical surveillance program is administered in compliance with 29 CFR 1910.


Contract Successes: Program has increased company employee morale, confidence and compliance with the occupational health program at the same time as reducing total cost.



Remote Site Support Program

WorkCare provides a variety of occupational medical services for a joint venture project which supports the chemical and biological decommissioning plant in the mid Pacific ocean operated by a prime contractor of the U.S. Army.

o Compliance Standards: WorkCare’s physician consultants are familiar with all applicable OSHA standards as well as Department of the Army regulations: AR 40-68 Quality Assurance, AR 40-13, Medical Support Ionizing Radiation Safety program, AP 40-173 and AP 40-8, Guidelines for Evaluation of Exposure, and AR 600-85. Alcohol and Drug Prevention. They are also familiar with the island Medical Support Plan and Disaster Preparedness Operations Plan.

o Medical Services Performed: WorkCare’s ongoing services include: consulting occupational and environmental medicine medical director, credentialing all on-site medical staff and pre-placement medical evaluations of all project staff in 50 different occupational classifications. We consult on the design of all medical protocols for the island’s occupational medicine program. In October 1996, our scope of work expanded to providing additional medical director support to the base Chief Medical Officer.

We provide oversight of the medical facility, both administrative and medical, a quarterly operational review to assure that the Medical Support Plan is followed, revision of standard operating procedures, support ongoing medical and professional recruitment, and identify and remedy quality assurance issues. This medical and quality assurance oversight improves the operational efficiency without reducing service quality.

WorkCare administers about 100 pre-placement physical examinations per year for employees recruited to the island. Exams are performed to ensure that employees meet the physical requirements of the respective job descriptions and that exams are performed in compliance with the Americans with Disabilities Act. Exams are performed nationwide using WorkCare’s proprietary network of over 900 credentialed occupational medical physicians. Laboratory testing is performed using WorkCare’s contract toxicology lab. All results are reviewed for quality and completeness by WorkCare physicians who issue opinion letters and report results.

Contract Successes: As a result of WorkCare’s subcontract, the occupational health program on the island has received accreditation for its laboratory and there has been improvement in the overall efficiency and effectiveness of the program on the island without reducing service quality. Pre-placement exams have resulted in hiring only employees qualified to perform essential job functions and to provide exams in compliance with the Americans with Disabilities Act.
