Development of Indoor Environmental Management Plans for Office Buildings, Retail Space, and Public Buildings

The Phylmar Group, Inc. has developed, and assisted in the implementation of, a indoor environmental quality management plans (IEQMP) for office buildings, retail space, and public buildings. These plans are designed to help prevent indoor environmental quality (IEQ) issues and resolve such issues promptly if they do arise. The plans are intended to integrate indoor air quality related activities into the existing organization and identify the staff who will be responsible for performing those activities. The plans focus on preventing problems through maintaining good sanitation; providing adequate ventilation; properly maintaining the heating, ventilation, and air conditioning (HVAC) system; and eliminating pollutant sources. The IEQMP consists of the following six key elements: (1) Selecting an IEQ manager with clearly defined responsibilities and adequate authority and resources; (2) Developing an IEQ profile to evaluate the design, operation, and usage of the building. In addition, the profile should be used to identify potential IEQ problem locations and those activities that can affect IEQ; (3) Establishing lines of communication for sharing information regarding equipment requiring repair or replacement; plans to remodel, renovate, or redecorate; new uses of building space or increases in employee population; and installation of new equipment; (4) Reviewing standard procedures and making necessary revisions to promote good indoor air quality, such as scheduling of activities that produce dust, emission, and odors during periods with minimal impact on employees; timely scheduling of equipment operation, inspection, and maintenance; and specifying supplies and materials that contain low quantities of volatile organic compounds (VOCs); (5) Reviewing existing recordkeeping and making necessary revisions to establish a system for logging IEQ-related complaints; (6) Educating building staff, employees, and contractors about their influence on IEQ.
